How much money would it cost me to make an artificial island?

I'm thinking about the possibility of going out into international waters and creating an artificial island to start my own country. Sounds crazy I know, but how much money do you think would it cost me to get all this started?

2. islands are under the jurisdiction of the nearest coastal state if within 200 nautical miles, so u would have to build it and then purchase it from the courntry. To build would go in the billions, and then even more to buy ownership.
3. It wouldn't cost that much. All you would need to do is ask Lex Luthor if you could borrow some kryptonite and then see if Superman would let you have one of those crystals he uses to power his home with and BAAAM!! INSTANT ISLAND.. And all you have to pay is some random guy a few bucks to take you on a boat trip into the middle of no where and fire these two ingredients into the water!!......
